Restoring the staff of the UTSOKO can be the most significant problem

Professionals are leaving the EIT system, – Likarchuk

Restoration of the personnel potential of the Ukrainian Center for Educational Quality Assessment may become almost the biggest problem of the external evaluation system, which may soon become tangible. Igor Likarchuk, the director of the UTSOKO, wrote about this on his Facebook page. “Professionals have started to leave the EIT system. Those who started it. You can find money to finance the system, return servers, buy new equipment. But how to return people who have been insulted and covered in mud?” – Likarchuk notes. “Or in this country, high-level professionals line up in search of work for UAH 2,000 a month? I can predict that the restoration of UCOCO’s human resources will be almost the biggest problem, the severity of which will be felt very quickly,” said UCOCO director.

In an interview with LB.ua, the former director of UTSOKO spoke about the prospects of conducting an external evaluation

I don’t want to be the participant of destruction of ZNO, – Likarchuk

While the public’s attention was focused on scandals and investigations in the Verkhovna Rada, a very sad event for Ukraine took place almost imperceptibly, Igor Likarchuk, director of the Ukrainian Center for Educational Quality Assessment (UCEQ), applied for dismissal. Likarchuk is one of the founding fathers of the external independent evaluation system, the most successful reform in Ukrainian education, which has significantly reduced the level of corruption in higher education. Educators treat Igor Leonidovich with great respect, and when the Prosecutor General’s Office announced fraud in the Center, the reaction of the community was unanimous: “This can not be, Likarchuk – a decent man.” During a search on July 21, his cup and two pens, as well as computer equipment and media were confiscated. Likarchuk was removed, but no charges have been brought against him to date. The suspicion was announced to Volodymyr Vynnyk, the first deputy director of the Center, as if he had “entered into a criminal conspiracy with unidentified persons of the Center and made changes to the results of an external independent evaluation.”
